The concept of proxy wars, as often framed in popular analysis, tends to undermine the agency of smaller or less powerful actors by casting them as mere instruments of more powerful states. This view creates a false dichotomy, where the so-called “proxy” is painted as a pawn or satellite, driven purely by the agendas of the larger state. Such a perspective not only oversimplifies the complexities of geopolitical relationships but also obscures the independent motivations and strategic calculations that smaller allies bring to the table.

So-called proxies and their more geopolitically influential allies are not simply puppets and puppeteers; they are allies, each with distinct ends, ways, and means. These actors may share common goals or find a strategic alignment in a particular conflict, but each side typically seeks to advance its own priorities, often leading to nuanced negotiations and complex dynamics within the relationship. To ignore this mutual agency is to overlook the diverse motivations that drive each actor, no matter their relative power.

By labeling certain conflicts as “proxy wars,” we risk flattening the landscape of international relations into an overly simplistic framework that denies the smaller actors their role as strategic participants. Each party in such alliances operates within its own constraints and possibilities, shaped by unique histories, cultures, and interests. Recognizing these actors as autonomous players not only enriches our understanding of the conflict but also respects the intricate and multifaceted nature of geopolitical alliances.
